If evidence shows that any US companies violated UN sanctions or broke US law, then they should be prosecuted.
As for "who armed Saddam", look to the countries who made their weapons to find that answer. Iraq has billions in oil money to buy stuff, and they primary bought stuff from Russia and France. There was a report online last week (I'll see if I can find it) from a Swiss organization who monitors arms sales that answered the question "who armed Iraq?"
