That is how this CBN story was headlined in the National Review Corner, and I find it a perfect phrase (I'm adding it to my lexicon) to describe a story that is probably worth following up, but should not be given much credence unless a lot more data shows up. An awful lot of stories out of Iraq seem to fall into this category.
