If you've been following this, the latest theory on the marketplace hits is that it was due to a misguided anti-radar missile.
Also, if you have been paying any attention, you would know that the warhead on a cruise missile is not armed until final approach, which is why the off-course ones crash with intact warheads and don't blow everything up where they hit. Nobody has been killed by an off-course cruise missile.
The current failure rate for cruise missiles is less than 1 percent.
