Without reading the text of the actual bill...
...and based solely on the article's interpretation of it, it's unConstitutional and will not stand up under judicial review.
It's about par for the course of wartime American political response, though. And it's only been a couple of weeks.
The idea that this is supposed to prevent those intent on impeding free assembly made me laugh. To paraphrase Orwell: All assemblies are free, but some are more free than others.
