Your post is a study in extremes. People opposed to the war got a lot of mileage from the statement, now you want to get a lot of mileage from the correction.
For me, at least, "a bit" was already understood. The term "the enemy" can't be taken literally, unless you want to believe that we're not fighting Iraqis at all, but...who? Zulus? Aztecs? Aliens? Resurrected Babylonian warriors?
General Wallace was speaking in context of war games that contributed to planning. Subsequent examination of his statement turned up abundant material about how the war games were conducted, and widespread allegations that the games were rigged by the referrees to favor the doctrine being advanced by Rumsfeld. Specifically--and this is what I understood Wallace to mean at the time, and the correction doesn't change it "a bit"--he was talking about guerrila tactics being conducted against the supply lines, the reliance on irregulars like the Fedayeen, and their tactics of sheltering among civilians and using human shields.
The bit may have toggled, but parity's the same.
