Worth keeping in mind when you insist that all leaders with potential access to WMD are sane enough to be deterred by normal means.
If a person is totally nuts, the threat of retaliation will do nothing to prevent him from launching a nuclear attack on someone if the "voices" tell him to.
Of course there are people who will say these babies are much better off here than they would be in Iraq since they are at least alive and not in danger of injury. Of course, so are veal calves.
