The headline makes it so. It would be the same if a newspaper carried a headfline "Miami Destroyed by Hurricane" followed by a report of the damage.
A headline of "Looting and Violence in many sections of Baghdad" would have been more accurate. The use of Collapse and Anarchy is hyperbole.
