You were serious... and I misread your first post as an attempt at irony. Sorry 'bout that.

The problem is: regimes we characterize as 'evil' (tyrranical, despotic, oppressive, Stalinist, what have you) are, pardon the awkward coinage, collectively monomaniacal; that is, whether ruled by a single strongman or a bunch of them, they hold themselves immune to public opinion within their own borders and care even less about world opinon (similarities to the Bush and Blair governments are... interesting, aren''t they?).

An international group of non-violent protesters, sanctioned and funded by a coalition of nations (if not the UN itself) as an official arm of their foreign policies, could raise the issue of global human rights to a level it has not seen, perhaps ever. Idealists everywhere would applaud, and likely join in. Unfortunately, I doubt the effectiveness - the very nations most deserving of that kind of peer pressure are least likely to listen to it.
