The $64,000 question..
Were these Russian contacts with Saddam acting through the authority of the Russian government or was this activity caused by ex-KGB and unreformed communists acting as mercenaries?
If these contacts were with mercenaries then it's no big thing. If the Russian government was behind it then this is a major problem.
