I still think that resettlement of the Palestinians is the way to go.
Whether or not this can be done with financial incentive is problematic. I like nice straight lines for borders, and the Jordan river fits that bill. If the West Bank and Gaza Strip were to become a Palestinian state, just look at how crazy the borders would look.
