- Saddam had years to prepare for inspectors, and months to prepare for military invasion.

- Saddam had a proven record of developing--and using--WMD in the past.

- Saddam had a proven record of reestablishing WMD programs after they had been eliminated.

- During the inspections, Iraqi scientists were forced to wear recorders, and they and their families were threatened with death if they talked too much. Why?
