Looks to me like bureaucratic screwups and turf wars messing things up. Do we go in through the seals, and step on the IAEA's authority? Or wait until the proper channels can be established?
This is a story we really need to keep an eye on, and I'm really surprised it hasn't gotten a wider airing.
Some of those materials are prime "dirty bomb" candidates.
