Way I would work it is to find Iraqis friendly to us to merge with the crowds listening to speeches and finger the guys doing the rabblerousing. I suspect a lot of these troublemakers are Iranian, and I would think we could find enough Iraqis to help us find the instigators since I assume most Iraqis don't want Iran pulling their strings any more than we do.
