Be careful of being trapped by analogies.
I could see where a blistering agent could be useful in getting more chances to get a neurtoxin delivered.
Your scenario about bureaucratic stupidity would be a tragic one if true.
Iraq would have had its chance and its corrupt, top heavy regime was too stupid to even tell the truth effectively.
