I'm not that familiar with the specific case, other than what you posted, but if, as the article says, the criminals were tried and punished for their behavior, it is not appropriate to categorize the entire country as criminal.
There are nations where such barbaric behavior is official policy at the highest levels. Iraq used to be one such. Belgium is not.
