While Bush is an idiot, Karl Rove isn't - he would have had Fleischer pouncing all over this issue (failure to budget aid for Afghanistan for one year, which Congress then fixed) if it had not been true.
Nothing (that I skimmed anyway) in your link disputes this issue.
