Including Israel?
I think so, and I base my categorizing of Israel as a religious state on which parties always make the Knesset coalitions work: the Orthodox, who then use the plum ministries they're given to hand their own followers goodies like exemption from so-called "universal" military service, and to deny the "right of return" to immigrating Jews of un-Orthodox affiliation.
