Striking fear into the hearts of terrorists is one of the goals of an expanded and active SAD. Once we can go straight into two dozen terrorist camps around the world simultaneously without bringing the whole army - the better off we'll be.
Intelligence gathering on the ground needs an equal boost. We should have no less than 20-50 undercover intelligence agents in every major city of the world. That's the way one can deter another 9-11.
