<Lawlessness will be the rule in the country again, except for where the Peacekeepers are.

Depends on how you define "peacekeepers." Foreign troops? Foreign-trained Afghans? Home-grown police forces? It kind of goes without saying that crooks will run the joint if no cops at all are around.
