Other sources say the Oil for food program has around 8 billion in reserve.

Article states that the UN has "$13 billion in outstanding contracts"

I not sure, but does this mean the account is currently 5 billion in the red?

Some Iraqis may bitch about how the sanctions should have been lifted sooner but in reality they would likely have never been lifted with Saddam in power.
