It all depends on pay grades.

A private in the Marines doesn't, but I wouldn't be suprised if his NCO platoon Sgt is paid the same or more than you're average police officer. And Most Military officers are paid fairly well... And senior officers are paid very well although not as much as people in similair positions in the private world: By the time you hit Lt. Col., you are probably into low 6 figure range.

Also, some of those 1 Million police officers are working in rural areas where the pay scales can be much lower than in other areas.
