There is definitely a deep mystery concerning the undiscovered WMDs. However there is a problem with the "Emperor's New Clothes theory" which is that many of Saddam's top henchmen have been caught and are undergoing interogation. Supposably the henchmen are saying "there were no WMDs". However it appears their interogators believe these are lies. Since Saddam is no longer a danger to the henchmen, a better story to tell under interogation would be that the WMDs never really existed after 1991 and it was all a "Potemkin Village" for Saddam's benefit. However I have not read anywhere that the henchmen are saying this. This thing is really puzzle. If the weapons had been destroyed there would have been some sort of wreckage or residue that the Iraqis could have shown the UN inspectors during the diplomatic phase.
