I had assumed that the US was pretty much the same as the UK, where in the 60s and 70s the use of the strap/cane/cat o' nine tails was commonplace.

Many people in UK blame the increase in school violence on the demise of CP. If you have the same increase here - but never used CP - I guess that invalidates that argument.
