County worker used his county car to drive 300 mi to nearby state, then showed up at meeting point where he was nabbed by feds even without committing any sort of crime, just showing up at site constitutes probable cause...i.e. proximity to supposed crime not committed yet?.....best defense is to say you were onto them and went with intent of turning scammers in.
