"You are free to use whatever criteria you choose, to determine whether you would support a war or not.
If broken treaties do it for you, then be my guest!"
It's not a different criteria. WMD are part of a cease-fire (which is a treaty-like agreement [it's at same level high level] which it's not a treaty rather it's *the conditions which must be met to end the war*).
A treaty continues indefinitely, a cease-fire agreement ends when the agreements been completed- or violated.
For example lets define some conditions:
War:
Hostility between two or more countries, the countries may or may not be parties to certain treaties such Geneva Conventions. Any party who is a treaty member must abide by the rules of these treaties regarding warfare or face the penalties of not doing so. Iraq was a member and it did not follow the Geneva Conventions. The US, of course, did.
Parties stop fighting a war or also known "cessation of hostility":
The parties for whatever reason decide that for the moment they are not going to continue fighting a war. Maybe because weather isn't favorable, or it's a holiday, or both sides are simply tired of war. Or because one or both sides do not want to make any formal agreement to end the war.
[This condition exist right now between S Korea and N Korea, has been this way for over 50 years.]
A cease-fire:
Parties reach an agreement which if met will end the war OR *continue the war* [a cease-fire could be an agreement of stopping the war for say 2 weeks, in which time either further agreements are reached or the war continues].
Peace treaty:
Parties reach an agreement which once met will end the war. Plus usually has some agreement about not going to war with each other in the future.
Normal relations:
Not at war with a country. And generally that country is recognized as a sovereign power. You can have a country which is not recognized and not be at war- the US does not have normal relations with Iran. Nor with Cuba.
(Or for instance, we don't have normal relations with Iraq at the moment, we are an occupying power and this status is governed treaties we have agreed to)
Alliance:
Agreement to aid a country if it is attacked by another country or unknown hostile force. If an ally is attacked, the allied countried has legal right (even an obligation) to engage in warfare with the enemy of the ally
