CIA Report: Iraq's Weapons of Mass Destruction Programs

The information here can be argued over, but the paper makes a valuable addition to the discussion. Whatever else you might think, it would not take a huge leap of imagination or suspension of credulity to be convinced Iraq had WMD. In fact, if I were the President reading this report, I would find it hard to come to any other conclusion. Does this paper really require one to "cherry pick" to decide Iraq had WMD?
