There is nothing inconsistant with the quotes you and Gary gave yet you imply there is. In the context of an introductory comment your quote would fit fine with the final conclusion type comment Gary quoted. I do not know the order of these quotes or if either is accurate, but I do know your use of your quote as a rebuttal implying the author's conclusions were not what Gary stated is a weak argument. Your demonstrated past tendency to quote selected info from articles that actually disagree with you as support (for example the Antaeus report, Benton Clark's article on the possibility of life on Mars) suggests Gary has the more accurate view of the article.
I hope Robert will take Gary up on his offer so we can all effectively evaluate the author's intent.
