So how do we get from certain knowledge in 1998 of WMDs loose and unaccounted for in Iraq to 'Bush made it up' in 2003?
The end result of the process seems to be aimed at making it where when the hidden and unaccounted for weapons are in fact found, it will not matter.
What are the motives in this?
