The problem is that tourism has to face a choice: a winged vehicle, with the help of a carrier aircraft. Both can be reusable, but the present day technology only allows for very short ballistic flights to 100km at the most.
Or it's the capsule with a "cheap" booster. However, because capsules can stay much longer than a few days, it wouldn't be cost-effective to return back after 2 days when it could stay 1 year. But that's out of the question for tourists.
However, there's merit to the Russian philosophy of sending a crew (with a tourist) to replace another one and returning the tourist with the crew that completed its mission.
But that would mix tourism with a government program.
