In fact, what this suggests is that even though Iraq "could have" produced "banned weapons' (something that applies to most other nations in the world), they did not.
What this suggests is that the documentation found exists, and nothing more one way, or the other -- including could have, or did.
Nice to see the media hawks are still snapping at dropped bits of CIA data,
