This was a well known problem in Mir too.
And they knew about it. They tried to correct it, during the early phase of ISS construction. It's all a matter of considering what's important and what's not.
When astronauts spend a longer and longer time in space, some issues that seem insignificant in the beginning can kreep their way into the system and become major.
