Those plans were hidden for 12 years.
Why didn't Saddam use them during that time, before the US became a direct threat?
Perhaps the UN inspections until 1998 were useful.
But certainly, a few square centimeters of papers with the knowledge of one man are less dangerous but a lot easier to hide than a whole factory with hundreds of technicians.
