PS, I don't think the building code is faulty
100 PSF is not a bad number to use. Under the IBC you only need 60 PSF if your balcony is part of a 1 or 2 family residence. How much is 100 PSF? Take a 10x10 balcony. You have 100 square feet. Now multiply that by 100. The balcony must be sized to hold 10,000 pounds uniformly. Is that so bad? That sounds like plenty of weight even stacking it with as many bodies as you can get into the 10 X 10 space. It wasn't the building code that failed, it was IMO a poorly built or maintained balcony.
