The only mechanism I know of which would create caves on the Moon is by volcanic flows of lava- creating lava tubes. Though it's possible that over time these lava tubes near the surface would be collapsed by impactors. Though I suppose, the impactor craters could a location that with a little digging you could reach an intact section of a lava tube.
