It makes perfect sense.
Hussein's hand was in the cookie jar. As any ignorant little boy would do, rather than remove his hand, he hides the jar, ergo WMD never existed -- regardless of concrete evidence to the contrary. Murder is committed, but the weapon and body are missing. Well, we're finding the bodies all over the place, and we have the bullets, in the form of our own Desert Storm casualties.
