I'm for both.
I don't see why a capsule would get any less funding from congress, all the congresscritters are concerned with is the jobs that any program could provide to their constituants.
And besides, why should we lock ourselves into a spacecraft that looks like an airplane? Wings severly limit the vehicle and are a relatively wasteful use of precious weight.
Maybe do a capsule with a parasail so that it can be steered just prior to landing.
