Space & Austrailia

I'm wondering what will happen if US govt prevents space tourism. Who will open the space frontier if America fails? The usual bullshit surrounding this type of question is to focus on what country has has enough money- basically measuring the relative size of their space agency. But the real question is which country has the will to grant permission to launch. So which country on this planet has this will? Austrailia seems like a natural choice and they would have much to gain if sub-orbital tourism was developed, but question is what government laws do they have which would prevent this from taking place? And much more importantly, what governmental laws do they have which would encourage this to occur. Now, I suspect that Austrailia doesn't have laws which would encourage and probably laws to discourage rocket launches. Two reasons, first, their launch site at Woomera, seems to attract interest, then it's sorta like a kind of blackhole that projects seem to disappear into. And second, there doesn't seem to be many amateur rocketeers in Austrailia- and it's perfect place for launching rockets, because it's low population and vast areas of land. And it's fairly close to equator.
Btw, I wonder what in general the Austrailia aborigine think about Space. Is space travel in their dreamtime? Probably not, but who knows?
