If the internal pressure and the external pressure are in balance the BIG eruptions will not happen for a long time, but if the external pressure is lowered by some means, such as out gassing of the atmosphere, then the internal pressure will cause the surface to bulge or erupt in a volcano. That’s my opinion anyway.
