I had high hopes for Reagan, but there it is. The Democratic Congress didn't help, but as I discovered when I lost an argument with Davin, had Reagan's budgets been passed without change, the deficits would have been smaller, but they would still have been deficits.
Of course, only about 40 percent of the budget is discretionary, so we all know where the big problem is. Good luck to them trying to fix that one.
