Sorry for a numerous grammatical errors. I'm not going to try to correct them, just wanted to mention that what was discussing was getting pretty close to a NASA lunar base, so I will clarify that.
To make this into a base which can permanently house crew would be expensive. The purpose is to determine if there is minable water- a resource which can be commerically mined. This does not mean a "resource" which NASA can mine. NASA isn't a mining company, there is no reason that NASA should become a Lunar water mining company. The purpose is to do this at a low cost, any fool can do anything at a high cost. Nor is there any sense to NASA building "infrastructure for the private sector"- this is just a BIG LIE. First NASA isn't WILLING to "hand over" any of it's current infrastructure. NASA would legally need to rent or sell this infrastructure. How would NASA set this price?
An example of how NASA prices things is they want to charge $2000 per kw/hr of "extra power" needed on ISS. In other words they charge as much money as they can get away with, which happens to be about at least 10 times the price it should be. NASA simply has NO commerical sense- it throws things away or charges hugely over inflated prices- "which reflect their costs". If NASA mined lunar water they would charge probably over $10,000 per lb of rocket fuel at lunar surface- it simply isn't worth this much money. Oh, the first couple tons might be worth this amount, but with any significant amount of volume it should cost 1/10th of this or less.
So what I'm saying is NASA should do this mission but focus on keeping the costs down (which does not mean expanding the scope of mission to make a base). Once the private sector starts lunar water minning, THEN NASA can *consider* whether they want some base for research purposes, or telescope, or whatever. It will cost far less at this point in time and would helpful to the private sector because NASA could be A customer (providing more market demand or creating markets).
Or to say this simply, NASA should do a FCB program to determine if there is minable water on the Moon. Not a FCB program to make a lunar base.
