Ah, first this link didn't work for me:

(Sounds like SDAI-Tech1 or that steve smyth guy:)
Second we don't have this magical carbon nanotube material, yet. And you should be able to do this using material that actually exists, assuming the idea is something that actually lowered the cost of getting something into orbit. And remember this is why you do anything- not is it possible, but whether it lowers the costs of doing something. You can do lots of weird things for the fun of it, but it's valuble only if it ends up lower overall costs.
As I have tried to point many times, the problem with getting into space is not a technological problem. Technology can lower the costs, but currently about 90% of costs of getting into space is inflicted upon us by our govt restricting this business. The problem with getting into space is NOT technological, it is political. The first problem in getting into space is getting the govt so that it will quickly and at low cost grant permission to launch a rocket. If you can't legally launch a rocket, launching rockets is hard work- unless you are launching rockets for illegal purposes.
Now, if you want rockets costs below $100 per lb, then you might need some new way of getting into space. If the govt had all the right laws in place, we could get to about $100 per lb using standard chemical rockets.
