The economy arguement leads to the deficit arguement.
Almost all states have them because the sucking economy has hurt the ability to raise taxes. CA has the biggest deficit, but that's mainly because CA has a huge economy and a huge population compared to most states.
CA was also hit pretty hard by the energy crisis -- a crisis that missed a lot of states.
