Look in your mirror and you'll see part of the answer. I can look in my mirror and see another part of the answer. Who else is going to pay for the upgrades except the electric rate payers and/or the taxpayers?
I was listening to someone whine on the radio this morning saying that the taxpayers and rate payers shouldn't have to pay the estimated $50 billion upgrade costs. I guess the whiner believed the Money Fairy was going to cough up all that cash. Either that, or he somehow believed that the utility companies and/or government (often one in the same - our utility company is owned by the city government) were just going to eat the cost out of the goodness of thier hearts. Yeah, right.
