I may not have been clear. NASA employees, i.e. the scientists, engineers, and others actually working in the trenches on the projects, are not the problem. Almost everyone in this category I have met has been enthusiastic about the space program, dedicated to space flight (human and otherwise), and highly goal-oriented. The problems are in the upper levels, largely in Washington.
Another example I gave was government education. In much the same way, in my personal experience I have found school teachers and those who work directly with the kids to be dedicated to their craft and have their students as a top priority. It's when you get to the upper levels that politics starts to control the issues.
