Instead of repeating the X-33 billion dollar hangar queen fiasco only next time with even more billions lost with the OSP boondoggle, NASA should award prize money to the top 2 finishers with privately developed orbital craft. Same for a water seeking expedition to the Lunar poles.
How many more must die and how many billions wasted before we shoot this dog?
Figure prize money at under HALF what NASA would budget (before overruns). That would pay 2 winners.
