Since you whine about nobody having any... even though it's in retrospect.
Nothing much happens in this world without money. Building roads, operating schools and hospitals, waging wars, conducting terrorist activities... it all requires money, and the larger the scale, the more money it takes (sometimes it seems like doubling the size squares the money).
International terrorism and despotic leaders need money. Most of the money in the world moves through the banking system, one way or another. Most of this is computerized.
The USA is the richest and most technologically advanced nation on Earth. Why not exert pressures to have international banking stop delivering money to those like Saddam and Bin Laden? If the whole Soviet Union could collapse under economic pressure, why should pipsqueaks like Saddam be any different?
But I guess that would make those who have stakes in international banking privacy nervous.
