Saddam was too stupid to negotiate. The madman starving NK may be too crazy to negotiate, but it would be stupid to simply invade and fight before we have a good handle on his capabilities.
After all, NK had about 8 years to hide and mislead while we and SK bribed him in hopes of good behavior.
Would you charge into a hostage situation?
Since we totally kicked Saddam's ass at much lower loss of life than anticipated, I would say we picked well.
