You're making a totally unwarranted leap of inference: "80 foreign fighters" are not "80 terrorists"; they might be, but you have no evidence at all to support that claim. After the US invasion of Iraq, the call went out for martyrs to rush to Iraq to "defend a Muslim land against the infidel invaders". Simple probability suggests that those "foreign fighters" are simply gullible "foreign cannon fodder".

Or, the cash they were carrying might indicate that they came to loot Iraq. There's a lot of dollars and dinars stashed away waiting to be dug up.

Meanwhile, we know for a fact that we can find Al Qaeda by the thousands, and Taliban by the tens of thousands, in Afghanistan and northwestern Pakistan. Iraq is "worth the price of admission", when paying the price required walking away from Afghanistan and the known homeland of terrorists?
