As far as Saddam's WMDs go, I think its pretty simple. I think he got rid of most of them a dozen years ago. And while he may have had hopes of rekindling his weapons industries, it doesn't appear that he actually did so. What's apparent is that his entire military infrastructure was an absolute shambles. It appears he spent most of what little oil money he raked in on personal palaces and monuments.

Unfortunately though, some folks will define "weapons program" as merely wistly wishing he had one. But wishing one had a nuclear weapon isn't exactly the same thing as actually having one.
