NASA should explore the Moon to determine if there is minable deposits.
In meantime US/Govt should buy water test payloads.
As far as Shuttle goes. It's not important. Nor is NASA's Job's Programs in general very important. NASA needs to shift it's focus. It would nice if NASA could politially be supportive of the Private Sector effort to build a sub-orbital tourism market.
